So he’s just being rehabilitated,” said Hando Wibowo, head of the Narcotics Unit at the South Jakarta Police, as quoted by Kompas yesterday. Despite not being listed as an illegal drug, Hando confirmed that the tobacco does indeed have narcotic-like effects. “The police have tested the tobacco and the effect was that it gave a head rush,” he said.
